Did the “brat voice” come from a mocking of a North Eastern/Massachusetts accent?

Listen to JFK’s speech about going to space…(quoted from my mad memory) “the first guy to climb Mount Everest said he did it because it was there. Space is there so we are going to climb it.”. Listen to the “there” and imagine a bratty, mocking “ne ne ne ne ne ne ne”. I think it sounds similar. . . .
